On way for Iraq to use it's oil to make itself wealthy would be to produce 1% of the reserve per year and use the money to develop the local productive economy. Sucking it out fast so that a few rich people (owners of the global oil companies and Iraqi officials on the take) can become richer makes no sense for the people of Iraq.

Iraq will become an extremely wealthy country - whether they develop the oil themselves (which I doubt they have the engineering capability at the present), or they get help from intl oil companies. Down the road, if they're unhappy with any particular contract, they can do what Russia, Saudi Arabia, Venezuela, and many other have done - rewrite the rules.
